The 12th EPSO Conference was held on 3-4 November 2011, on the invitation of the Northern
Ireland health and social care regulator, The Regulation and Quality Improvement Authority, at the Linen Hall Library in Belfast, Northern Ireland.
The conference is free of charge (for EPSO members and invited guests only)
Before the conference on 3 November 2011 there will be an open invitation to all delegates to visit the offices of RQIA in Belfast from 13:00 hrs. to meet staff over lunch and find out about RQIA regulation processes .

Regulation and supervision of Children’s Health and Social Care services This topic will be prepared by Suzanne Rutz, Integrated Supervision of Youth Affairs (ITJZ) and Kees Reedijk,expert on childrens’ supervision, Netherlands Youth Care inspectorate (Inspectie Jeugdzorg) in co-operation with prof. 11th EPSO Conference
Programme Tromsø 23-25 May
The 11th EPSO Conference will be held May 23rd, May 24th and 25th 2011, on invitation of the Norwegian Health Inspection, Statens Helsetilsyn, at the Rica Ishavshotell in Tromsø, Norway, arrival May the 23rd (evening welcome), May the 24th (all day sessions) and the 25th (morning sessions on topics related to new working groups).
Main topics of the Tromsø conference:
a. Peer revision of Supervisory bodies: the Norwegian case aimed at standard setting- Geir Sverre Braut.
b. Patient safety in relation to the EU developments in the working group Patient Safety and Quality of Care and the programme of the Joint Action group on patient safety (EU PSQC-WG and JA group). How to organise EPSO participation and input and exchange of Patient safety data by EPSO members? - with participation of Jean Bacou, co-ordinator of the European Joint Action Group (France), and Barbara Kutryba (Poland) president of the PSQC working group (through a written input), in co-operation with the EPSO-delegation involved, Jon Billings (Ireland), Jan Vesseur (Netherlands), Jooske Vos (EPSO).
c. Patient safety: Follow up of the EPSO working group on Patient safety How do supervisory bodies deal with Patient safety? - Sandra Eismann (England);

f. Patient safety: developments in Cross border EU- regions Hajo Grundmann (EURsafety Health-net).
g. The relationship between those that supervise and those supervised- introduction of a new EPSO-working group by Neil Prime (England)).

9.45 - 10.30 Peer revision of Supervisory bodies the Norwegian case Introduction by Geir Sverre Braut together with peer reviewers from other countries: Jan Vesseur (Neth), Katia Käyhkö(Fin), Neil Prime(Eng), Anne Mette Dons ( Denmark) and Mandy Collins (Wales) present issues raised in relation to the peer revision of the Norwegian Statens Helsetilsyn.
10.30 -11.15 Group discussion (three groups) on the issues raised in the Norwegian case confronted with the experience of EPSO participants, led by one peer reviewer per group and one moderator per group of Statens Helsetilsyn.

13.30 - 13.50 The relationship between those that supervise and those supervised- Neil Prime (England) (introduction of a new EPSO working group).
One of the most interesting findings from the survey of member countries/ states of the European Partnership of Supervisory Organisations (EPSO) was that relating to the relationship between the supervisory body and the organisation being supervised. The survey shows that of the 12 respondents, 10 reported that they ‘share goals and co-operate’, while 2 reported that those supervised ‘can be reluctant’.
As start of a follow up project (EPSO working group on ‘Relations with supervised organisations’ led by the English colleagues), EPSO starts a questionnaire on possible effects of this relationship on the outcome of supervisory activities and possibly on the quality of healthcare. This project aims at improvement of the outcome of supervision by steering on relations with those supervised. A draft questionnaire ( see enclosure) will be presented and discussed in Tromsø by Neil Prime (England).

The EPSO member countries will be asked to give input based on their own relationship with the organizations being supervised and possible effects on the outcome of the supervisory activities.
Participants of the conference will be asked to discuss on this topic in small groups based on their own experience or experiences of colleagues in their country or region. The small groups will report the outcome of the discussion to the plenary group. Participants will also be asked to name a colleague who is interested to participate in this (email) working group.
