1. Early bird programme ‘meet the IGZ inspectorate’ on the following (5) table topics:
- The Risk Matrix and IRIS programme of IGZ aimed to support evidence and risk based selection of inspection cases;
- Results of Inspection of (pre- per- and post-) operative processes in all Dutch hospitals;
- The Peer Evaluation of the Norwegian board of Health Supervision: a first peer evaluation by EPSO (peers from England, Wales, Netherlands, Denmark, Finland) based on EPSO-norms for good supervisory practise;
- User participation and engagement in the inspection processes: a discussion based on the first results of a new EPSO working group on user participation;
- European co-operation based on the new European directive cross-border Patients’ rights; what will be realised of the European plans to give Europeans the right to seek healthcare abroad more easily and be reimbursed for the costs. How will patients be properly informed about their rights (including information on the quality of health care) when they are treated outside their home Member State. How will and should inspectorates get involved in this process?
2. Evaluation including effectiveness measurement of supervision (effect of supervisory activities on facts and figures of public health, measurement of effectiveness of supervisory activities, effectiveness of unannounced inspection as instrument to measure risks of healthcare, effectiveness of key indicators as instrument in measuring risk and quality of healthcare;
3. Media and Inspectorates Media attention for supervisory organisations: how do we find the right media strategy in supervisory cases? Opinions of EPSO members gathered by prof. Mark van Twist (NSOB, The Netherlands). Denmark will present various cases ( Anne Mette Dons); Northern Ireland will present the way they handled  the media attention for a lethal bacteria outbreak (Glenn Houston and Malachy Finnegan); Scotland will elaborate on  how they  handle media cases (Jan Warner),Media handling and working with media in  the Netherlands’ inspectorate will be illustrated  based  on recent experiences (Anca Ansink);
4. EPSO working groups:
- User participation by regulators and supervisory organisations;
- Restraints and coercive methods in long term nursing care and hospitals.
5. Preparing for the Brussels’ EPSO conference on 18th and 19th of April 2013: preparing for questions to and  discussion with Mme Nathalie Chaze,  DG SANCO, European Commission, regarding  DIRECTIVE 2011/24/EU OF THE EUROPEAN PARLIAMENT AND OF THE COUNCIL of 9 March 2011 on the application of patients’ rights in cross-border healthcare (Krist Debruyn).

This part of the Programme is designed to promote the exchange of ideas between the EPSO delegates and a selection of (about 20) invited IGZ-colleagues who have special interest in the round table topics. Discussion tables (max 10 participants per table) on specific topics chaired by IGZ table hosts/ moderators and co-hosted by EPSO colleagues or chaired by EPSO table hosts/ moderators and co-hosted by IGZ; Every table will have at least one table host/ moderator and a co-host, one of the guests is taking informal notes and is reporting back to the plenary discussion.
There will be 5 tables; every table has a specific topic to be discussed during 30 minutes;  after 30 minutes the setting changes: all delegates go to the next table; table hosts/moderators and co-hosts stay at their tables.

The Conference starts - as usual - after lunchtime with an ‘Introduction programme’ consisting of follow-up activities subsequent to presentations from previous meetings, new developments and possible new EPSO working group topics presented by EPSO members and contacts (the usual block of EPSO issues with short introductions on new EPSO topics, current state of affairs of on-going activities and working groups, and issues related to EPSO partners).

• 14.45-15.05 ‘Restraints and Coercive methods in non-psychiatric care; What are the  working methods in our EPSO member countries? Is the use of restraints and coercive methods an issue in our member countries? Do we have best practises to reduce the use of restraints and coercive methods ?  First results and questions  raised by a comparative study between EPSO members by the EPSO Working group on Restraints and Coercive Methods in long term care and hospitals , Presentation by Eve Pilt(Estonia )and Dirk Meijer (EPSO,Netherlands ).
This working group focuses on Inspection approaches across the various regulatory /supervisory /monitoring bodies regarding ‘Restraints, including coercive methods, in Long term Nursing care and hospitals (see starting document at our website www.epsonet.eu). The questionnaire includes questions regarding:  Legislation, Registration, Best and bad practices in the EPSO Member countries.

We will meet at the hotel lobby April 16 at 18:45 to go together to the Restaurant Racine by RER train from St Denis ‘La Plaine Stade de France’ to ‘Luxembourg ‘ (4 stops). This will take about 30 minutes including a short walk from ‘Luxembourg’ to the restaurant (about 500 m on Boulevard St Michel).

We will arrive at the restaurant at about 19:30 hours.

For those who will not join the group from the hotel, it is possible to go directly to Restaurant Bouillon Racine by Subway : Stop at ODEON (Line 4 et 10) or CLUNY-LA SORBONNE (Line 10).

Theresa Nixon, Northern Ireland, (RQIA) will take the lead of the topic of and present it with a view to developing a new  EPSO working group to compare and contrast different approaches for effectiveness of user participation in different EPSO countries (possibly a starting point for a new working group as follow up of the Belfast conference, if more countries/ EPSO members feel like participating). She will present results and methods of the user participation initiatives in Northern Ireland and  will include questions as: why user participation, what methods were used, how was it done and was it successful ?  Presentation by Theresa Nixon (RQIA).

Paul Robben will introduce a recent study in the Netherlands on civic participation in a supervisory context called “Targeted participation” (Doelgericht deelnemen). In this study many questions are raised about pros and cons of different methods of civic participation. Presentation by Paul Robben (The Netherlands).

A comparative study and activity between EPSO members by a new (virtual) working group. Estonia will take the lead. Participants in the working group are: Eve Pilt (Estonia), Krist Debruyn (Flanders), Anja Jonkers / Thijs Melchior (IGZ Netherlands), Marjolein van Vliet (Vilans the Netherlands), Torben Hærslev and Louise Gjoerup (Denmark), (Norway), Jooske Vos and Dirk Meijer (EPSO). Other EPSO-members will be asked to join if they are interested to participate in this working group (Please ask your colleagues that might be interested in this topic to share information with the group or to participate in the group).Presentation by Eve Pilt (Estonia).
